THE OGAE VIDEO CONTEST – RULES
1. Description
The OGAE Video Contest (“OGAEVC“ or “OVC“) is a joint international production by OGAE Member clubs under the patronage of OGAE International.
It is designed to convey the joy and excitement of an ESC-like competition to the members of the OGAE Clubs, to get to know the music and videos of different countries and to strengthen community spirit.
2. Participating countries
Each country in which an OGAE club exists -during the registration period-, should submit a contribution. Any other countries can participate with a jointly selected contribution of the OGAE club „Rest of the World“.
In the unlikely event that the OGAE club of a country withdraws or does not reply within the specified period following at least three requests, the organizer can try to find other partners to organize the representation of this country.
3. The host
The country, that won the previous OGAE Video Contest, represents the host/organizer.
If the winner is unable to host the contest, the option is given to the second-placed and then the third-placed contestant. Otherwise the organizer role will be advertised.
4. The entries
The submitted music video can be in any language (not necessarily the national language of the country).
The music from the video must be released for the first time in the year of the contest or the previous year.
The performer (or one of a group) must be a national of the country he/she represents. Countries with a very small music market can request an exception.
The entry should be the video of the song (not an excerpt or a concert-video).
The video should not exceed 5 minutes.
The song cannot be selected if it has featured in the Eurovision Song Contest, OGAE Song Contest, Second Chance Contest or the last OGAE Video Contest.
The host requires the submitter to provide a link of the video on a video platform (such as “You Tube”). In exceptional cases, the organizer may admit MP4 submissions.
A Photo and a short biography of the artists and the lyrics of the songs (original language and English translation if necessary) should also be submittet.
A list of all entries must be published after the entry submission deadline. A one-week periode shall apply in which appeals may be lodged against contributions that do not comply with the rules. After this period all contributions will be deemed accepted and can-not be disqualified.
5. Selection
Each country is free to choose the way in which it selects its contribution.
A national preselection-process involving members is preferable but an internal selection is also possible.
6. The schedule
The host has to determine a schedule for the entire contest at least three months before the registration ends. The schedule must contain the dates for the end of registration, the deadline for entry submissions, the date for the start of voting, and the timing of the result announcement.
To avoid conflict with other club contests, the following dates should be adhered to:
First invitation and publication schedule: May 1st or earlier
Deadline for registration: August 1st
Deadline for entry submission: September 1st
Beginning of voting: October 1st / End of voting: October 31st
Start of result announcement: December 14th
7. The contest
The main title of the show is the „OGAE Video Contest“, followed by the year during which it takes place.
The host must ensure that anyone can find the posts (at least as links to other websites) on a website operated by the host.
The host is not responsible for the blocking of videos in certain countries or difficulties with video platforms that may occur for a variety of reasons. However, the host should use well-known video platforms and optionally publish alternatives.
The host should also publish the biographies of the artists and the lyrics of the songs on the website.
8. National voting
Viewers in the countries of the participating clubs are invited to vote for their favourite songs, without the option to vote for the song representing their own country.
They shall give points from 1 (very bad video/song) to 10 (very good video/song) to each music video, except their own contribution.
The national jury spokesperson has to add the points and create a complete ranking.
He/she shall rank their song choices in order, with the favourite song placed first and least favourite song ranked last.
In the event of a tie, the contribution with more 10-point votes shall be ranked higher. In the event of a further tie, the number of 9-point ratings shall be consulted, followed by 8-point ratings etc. In case of an overall tie, the jury’s spokesperson shall decide on the ranking.
This ranking must be submitted to the host within a week of the vote end.
As far as possible every jury spokesperson should also send a video announcing the first three places with points in line with the the ESC system (8 points for the third, 10 points for second, 12 points for the best). This video has to be sent within 14 days of the end of voting. If it is not possible to send a video, it has to be communicated to the host within one week of the end of voting.
9. International voting
The host calculates the points for each country´s jury from the ranking list sent. The winner will be credited 22 points, the runner-up 20 points, third-placed 18 points, then 17, 16, 15, 14, down to 1 point for the music video ranked 20th
In order to maintain the usual 12-point award, the top ten submissions are ranked in the normal ESC-way and added 10 points each.
Should the organizer additionally initiate a public voting process, those votes will be added as one additional country-voting to the result.
The music video with the highest score will win.
In the event that two or more songs obtain the same number of points and there is a tie for the first place, the winner shall be the one that has obtained points from the highest number of countries. If the tied songs have received points from the same number of countries, the highest number of 22-point scores shall be decisive. If the winner still cannot be determined by this procedure, the number of times 20 points have been awarded shall be the deciding factor. If necessary, this method shall continue until account has been taken of the number of times one point has been awarded. In the highly unlikely case that there is still a tie after applying the above procedure, there will be two or more winners.
